Aviation authorities around the world are actively transforming from "traditional" core government bureaucracies into organisations managed like business, working with industry and held accountable by Governments for specific safety outcomes. Increasingly Civil Aviation Authorities are actively contributing in the "integrated global aviation safety strategy" advocated by the Flight Safety Foundation.
New Regulations
To date the aviation market has responded to safety challenges with ever increasing regulation and compliance legislation. Airworthiness is a fundamental part of aviation safety. The organisation and regulation of safety in civil aviation is undergoing significant change in Europe with the development of a single central body. The European Aviation Safety Agency (EASA) is the centrepiece of the European Union's strategy for aviation safety with a mission to promote the highest common standards of safety and environmental protection in civil aviation and Baines Simmons are committed to developing effective training and consultant programmes to contribute to and support its success.
Practical real world support
For many Aviation Authorities the rulemaking system is now more or less in maintenance mode. For aviation authorities today, one of the emerging issues is the loss of regular face-to-face contact with its clients other than during audits or investigations. This creates difficulty for Authority staff to retain and develop a feel for what is happening at the "grass roots" of the industry. Baines Simmons training and consultancy support is focussed on offering practical, real-world interpretations of the issues and provides engaging and hands-on advice to delegates from this environment.

We deliver training courses on behalf of Aviation Regulatory Authorities. Recently our courses, trainers and delivery professionalism were identified as key elements that secured us the primary supplier status across Europe to represent and deliver a range of key EASA training courses.
We have recently delivered our 30th UK Civil Aviation Authority Airworthiness course and have completed training and consulting assignments for the Swiss FOCA, UKCAA, Swedish CAA, Polish CAA, Hong Kong CAD, Macau DCA, German LBA, Irish CAA, Portuguese CAA and the Hellenic CAA.
Our services have included, code adoption advice, tailoring of ICAO acceptable regulatory technical procedure manuals, inspecting staff and management human factors training and consultancy, and audit techniques training. Additionally we have completed ICAO compliance safety audits and developed corrective action responses.
