For over a decade our team of regulatory and safety specialists has been helping Civil and Military Regulatory Authorities develop their ‘Rules’, systems and staff competence, both in Europe and around the world.

EASA & National Aviation Authorities

Baines Simmons has trained in excess of 1,000 Regulatory Authority delegates, including Inspectors from EASA and Civil and Defence National Authorities around the world.

We are retained by EASA to deliver competence training to their Inspectors and regulatory personnel and count more than 40 National Aviation Authorities, including the UK CAA, who have attended our specialist regulator training courses either at our Aviation Safety Academy or as a bespoke programme delivered in-house.

Influencing Civil Aviation industry working groups

We continue to sit on many industry and regulatory working groups providing input and regular contributions to emerging EASA regulatory developments. We are long-standing members of the European Human Factors Advisory Group (EHFAG) which provides advice to EASA and National Aviation Authorities (NAAs) on the multidisciplinary field of Human Factors.

Partners to Military Aviation Regulators

EDA – European Defence Agency

We provide expert technical advice and guidance to the European Defence Agency (EDA) for the drafting of the European Military Airworthiness Requirements (EMARs) to guide the harmonisation of military airworthiness for the EDA’s 27 participating member states.

MAA – Military Aviation Authority

We are long-standing partners to the UK MAA. Our seven year partnership started with the former Directorate of Aviation Regulation and Safety (DARS) in 2008 in response to then imminent 2009 Nimrod Report. The formation in 2012 of the Military Aviation Authority (MAA) was a key recommendation of the independent Nimrod Review by Charles Haddon-Cave QC, in which our HF (M)EMS work with the Apache Helicopter Depth Support Unit (AHDSU) at RAF Wattisham was highly praised. The Review said: “Baines Simmons Ltd has proven expertise in project-managing HF (M)EMS in the civil sphere and had recently successfully helped the Army introduce HF (M)EMS in a military support environment at the Apache Helicopter Depth Support Unit (AHDSU) at Wattisham.” It also acknowledged “there have been recent praiseworthy advances in pre-emptive Human Factors (HF) reporting using Human Factors Maintenance Error Management Systems ((M)EMS)… the (M)EMS initiative is already paying substantial dividends in the RAF”.

As a result of our successful work with AHDSU at Wattisham, we were selected to work alongside the MAA to assist in the design of DAEMS – a Defence Aviation Error Management System – that could be rolled out across ‘4-worlds’ – aircrew, engineers, air traffic management and other support personnel of all UK armed forces services. To date, the DAEMS programme has influenced in excess of 18,000 armed forces personnel
