In 2010 a Baines Simmons survey identified that 92% of its respondents were currently and actively involved with developing and implementing a Safety Management System.

The survey identified that 49% of respondents wished to mitigate unwanted losses and 42% wished to satisfy emerging Regulator-driven requirements. The survey went on to identify that the biggest challenge to developing their SMS was 34% Management support, 33% Front-line buy-in, 16% Financial backing, and Regulatory clarity (13%).
