UK CAA / EASA Compliance Verification Engineers (CVE) - Roles and Responsibilities

TR24M17 | 1 day

Suitably qualified and experienced Compliance Verification Engineers (CVEs) are a key feature of a performing Design Organisation. They provide an independent checking / verification function of the showing of compliance [EASA 21.A.239(b)] and need to be formally authorised and properly integrated into the Design Assurance element.

CVEs are design engineers with the most qualification experience in the organisation, but they need to have clarity of the role they play in airworthiness and need to be enabled to fulfil it. Furthermore, the organisation needs to demonstrate that there is a system to select, train, maintain and identify the CVEs.

This course is designed for professionals operating under both the UK Civil Aviation Authority (CAA) and European Union Aviation Safety Agency (EASA) frameworks. It provides essential insights into the roles and responsibilities CVEs within Part 21 Subpart J, ensuring alignment with both regulatory systems.

How will this course benefit me?

Completing this course will:

• Increase your organisation’s levels of compliance by ensuring you are familiar with the applicable laws/regulations
• Proactively safeguard your organisation from compliance risks
• Increase your confidence to submit and defend your Means of Compliance (MoC) to the regulator’s certification specialists
• Enable the Head of Design to confidently sign the Declaration of Compliance or Certificate of Design and assume the related liability
• Save time and improve efficiency in your business by introducing ‘best practice’

Key areas of focus

This course covers the following areas:

• The role of the independent CVE in the Design Assurance System
• The appropriate qualification standard for CVEs
• The various levels of details required by CVEs in their verification tasks
• Experience and training needed for CVEs including hard and soft skills
• Types of data that can be verified by the CVE in addition to the MoC
• Comparative understanding of CVE expectations under UK CAA and EASA Part 21 Subpart J, including post-Brexit regulatory considerations
• Proactive use of the V-model of systems engineering
• Exploration of how Goal Structured Notation (GSN) can support planning of compliance to complex requirements

Prerequisites:

• A thorough understanding of EASA / CAA / EMAR 21 or UK DAOS with particular emphasis of Subpart J. See TR24M01 or TR108 for more information.
• For CVEs (or aspiring CVEs), technical experience of the demonstration of compliance to a certification basis (such as CS / FAR 25, Def Stan 00-970 or MIL-HDBK-516).

Is this course right for me?

This course is aimed at all organisations who are Design Organisation Approval (DOA) holders under EASA Part 21 Subpart J, and is particularly suitable for:

• Compliance Verification Engineers who want to learn something new and improve their skills
• Senior Managers (e.g. Head of Design, Head of Office of Airworthiness, HR Manager) who need to appoint, maintain and control the CVE capability
• Design Engineers for whom becoming a CVE is a stepping stone to senior management or to provide contract services

Completing the course will answer these commonly asked questions:

• What is the appropriate qualification standard for CVEs?
• To which level of detail should a CVE go in his/her verification task?
• What kind of experience should a CVE have gained?
• What training does a CVE need?
• What liability does the CVE assume in his/her role?
• Should the CVE only verify the Means of Compliance? What other data should he/she sign?

Frequently Asked Questions

Is this course suitable for CVEs working under military airworthiness schemes like EMAR 21 or UK DAOS?

This course gives you a thorough overview of the requirements of the Part 21 Subpart J regulation and considers how it influences a CVE's daily responsibilities. Our TR24M17 course focuses entirely on the role of a CVE in the Design Management System and goes into far more detail into how to design for compliance.

How does this course compare to TR24M01 UK CAA / EASA Part 21 Subpart J - Understanding & Optimising your Design Organisation Approval (DOA)?

TR24M01 provides a broader overview of Design Organisation Approval (DOA), while TR24M17 focuses specifically on the CVE role within that framework. Many delegates find it beneficial to attend both.

Will this course help me prepare for CVE authorisation or reauthorisation?

Absolutely. The course covers qualification standards, training requirements, and organisational responsibilities for CVE authorisation and ongoing competence.

Is this course appropriate for someone working under a UK CAA Design Organisation Approval (DOA)?

Yes. TR24M17 is specifically designed for professionals operating within Design Organisations approved under both UK CAA and EASA Part 21 Subpart J. It provides practical guidance on the roles and responsibilities of Compliance Verification Engineers (CVEs), including how they are authorised, trained, and integrated into the Design Assurance System. The course also addresses regulatory expectations and best practices relevant to UK CAA DOA holders.
